Those are all things that I have had work in different circumstances. Normally you would get an error message about this when running a modern-style app, but for some reason you do not get the error message with the start menu, it just fails to run. The Start Menu and Search bar are modern-style apps, and modern-style apps cannot run under the built-in administrator account.
